are the requirements to get an identification card the same as to get a driver's license in georgia? or can anyone get one?

sorry, i would love to help but i know nothing about id cards in ga.
but are you looking for something like an id from your consulate? maybe you can call and ask for the requirements.

Why don't you check the GA dmv website or something?
