I have a criminal record which i obtain when i was around 13 for having a smoke bomb if i get this expunged will i still qualify for the Dream Act?

Honestly, it depends on what you actually got charged with and the severity of punishment.

From what I heard, even sealed records are available to USCIS, I don't know about expunged ones.

my punishment was to write a 200 word essay and "6 months probation' in which an officer never called to check on me or anything.

From what I've read and understand the authorities won't be cracking down on people with misdemenors, you should be ok

I think they don't look at your record from before you turned 18- I might be wrong but that's what I always heard.

according to latest draft of the DA, you are still eligible to sign up
but the decision may overturn.
but i guess the chance is little you can always appeal to say hey i was toooo young

your record is not even that a big deal
unless you are a murder, drug dealer, then you are screwd~
