Write to the Ombudsman and have your local Congressman/woman help you out.

Level 2 rep at USCIS can't do anything to help you.
I called the USCIS National Customer Service Center (NCSC) - 1-800-375-5283
When you first speak with a representative, the rep will repeat information you already know from "My Case Status". Explain that you applied for a DACA renewal and travelled with AP in the past, which is most likely delaying your application, and request to speak with a Level 2 representative. The higher-up rep is able to give you a bit more detail about your case
Yes, I emailed Shiu-Ming Cheer [email protected] and their response was that NILC can help raise specific cases with USCIS headquarters about 10 days before the expiration date. Also, to request assistance from uscis ombudsman and once you have done the online inquiry and forms contact any or all of the people below and give them your case number (ombudsman) and explain to them your situation.
Go to their website and look for something like "constituent services" and follow thru with instructions there. They will likely require a disclosure/consent form to be signed by yourself. And then they will inquire with USCIS about any delays. Good luck!
I did it all to try and get this thing done. I contacted my senator (Harry Reid, NV), contacted the congresswoman for my district (Dina Titus, NV), contacted the ombudsman's office, submitted an inquiry back in February, etc. I would recommend doing everything you can to try and get it done. The worst they can say is "no," and even when they do, keep trying!
