Forgive my ignorance but why is it being called “Dream Act”? It is a great thing to be able to receive in state tuition nonetheless.

Not bad, but Texas has had in state tuition for illegals for like 20 years now.

Some schools already give instate tuition, ex. The CUNY schools once you can prove that you have a high school diploma/ged from ny
