She doesn't have the right to keep your file. Best way to ask for your property is to send a certified letter with reasonable time for you to get your file.

It is your property. If she does that report her to the bar. However, the lawyer still has a right to paid for the services she rendered.

Yeah just report her to the bar don’t even deal with her anymore. What she’s doing is very illegal and could cost her license
