The President has a wide array of tools that can be immediately implemented and with the right balance can satisfy proponents of Immigration reform without allowing a significant political risk to the administration and the future of CIR.

I have one idea, The President should use his Constitutional Power to Pardon unlawful aliens of the statutes found in the Immigration and Nationality Act (INA) 212 (a) (6) (A): EWI, 212 (a) (6) (B): Failure to attend Removal Proceedings, 212 (a) (6) (C) (ii): False Claim to Citizenship, and 212 (a) (9) (B): Unlawful Presence
In order for the President to give precedence to legitimate claims to this Presidential Pardon, it must be applicable in a manner similar to applying for DACA. DHS should authorize a new form I-601C/D that would allow adjudication by USCIS officers.
I know, this is a complicated idea. As it raises constitutional questions as to whether the President can extend his authority to allow executive branch agencies to "Pardon" individuals. But since there is already precedence in this area, the Department of Justice basically already gives out clemencies, etc, it just takes chutzpah to implement..... a lot of chutzpah
