A Texas member of the conservative Freedom Caucus on Tuesday became the 200th House member to endorse the DREAM Act, a bipartisan measure to protect from deportation people brought to the country illegally as children.

Rep. Joe Barton (R-Texas) signed on to the bill, first proposed in the House by Reps. Ileana Ros-Lehtinen (R-Fla.) and Lucille Roybal-Allard (D-Calif.), which Democrats are pushing as a replacement for the Deferred Action for Childhood Arrivals (DACA) program.

It doesn't matter how many cosponsor the Dream act. Ryan will not bring that bill to the floor for a vote because of the Hassert Rule (not really a rule, but people like to refer to it as one). It states that the house speaker will not bring a vote to a bill unless the majority of the majority party supports it.

His hands are in no way tied, he could bring any bill to the floor for a vote, but he has stated that he will not bring a bill to the floor that does not have the majority support of the Republican Party. 218 would mean only 24 republicans supported it (24 republicans would be 10%).
