The 2007 efforts at reform were killed by bipartisan opposition, including Democrats like Tom Harkin, Sherod Brown, Claire McCaskill, Jon Tester, and Jim Webb (as well as the rest of the usual cast of rogues like Bayh, Landrieu, etc).

If you guys recall this is one of ALIPACs favorite causes. It think it's interesting for us for several reasons:

1- shows the White House is getting ready to move forward on issues that the public has little knowledge about and are not star pieces of legislation

2- shows that Obama is willing to take the lead on a border issue
