According to Luis V Guitierrez, They're voting on the"previous question", which is an attempt to add #DreamAct to 'must pass' spending bills

why do we want Nays for an attempt to add Dream act to a must pass bill?

It passed. So they won't allow the Dream Act to be added to the appropriations bill.
