I haven't looked up who he is, but the rule is that unless a "majority of the majority" is for a bill, it won't be put up for a vote by the speaker of the House.

Right now there are 246 republicans in the House of Representstives and 187 democrats, this unwritten rule says that 124 republicans need to support it for Paul Ryan to bring it up for a vote.

No. Still against Bridge Act. Maybe some of you are happy to live forever with Daca/Bridge Act but not me.

The Hastert Rule is an informal rule and the Speaker is not bound by it; he or she may break it at his or her discretion. Speakers have at times broken the Hastert Rule and allowed votes to be scheduled on legislation that lacked majority support within the Speaker's own party. Hastert described the rule as being "kind of a misnomer" in that it "never really existed" as a rule.

If anything, this shows how toxic this decision is. When has Trump not wanted to be in the spotlight of all his announcements? He's literally letting someone else give the announcement because he doesn't want to be associated with it
