If you decide to go to Canada then yes, you've made your decision to leave the US and you have to understand you might be banned for 10 years. At least there is a waiver and she applied for this waiver when she was only out of the US for five months. They aren't going to waive that ban until you've established yourself in Canada (and even then nothing is guaranteed).

That's a cool blog. I'd like to know how CBP ensures that Canadian PR holders/Citizens are subject to a bar from entry at land crossings. Sometimes you see officers waive people through.

Green Card holders also get Visa free entry to Canada.

As do Mexican passport holders, although you need eTA if you fly into Canada.
