Please show me one concrete action he took to try and pass CIR, besides speeches. He didn't lift a finger. He knew Latinos would still support him.

How can he "lie" about something that is based, in part, on what Congress is willing to do? He said that he would push for CIR. But when it became clear that the Republicans, and even some Democrats, were not going to cooperate, there's not a whole lot he can do. Heck, they couldn't even get the Dream Act through Congress, much less CIR.
This is just a lesson in the limits of Presidential power. The same thing happened on climate change legislation. And this is why we need to elect people up and down the ballot -- from the President to Senators to Congressmen -- who support immigration reform.
