No wonder Greg Abbott had a shit eating grin on his face before his lawsuit. He knew he was sending this into a never ending court battle and he was smiling about it and sleeps well at night.

Well, that would only be if he knew that the administration would refuse to publish a notice and comment period - now, how would he do that?
The reason for the stay is so that we are prevented from applying and receiving deferred action because they know it would be virtually impossible to rescind it from us. So, all the administration has to do is the notice and comment on the Federal Register - 30 days. It's been 7 months since deferred action was announced, and the administration could have done the notice and comment soon after. If there was not a notice and comment planned, why would they wait 90 days until February to start accepting the extended DACA applications? This all seems pre-planned.
