Congress never listens to the majority. A large portion of the country wants marijuana legalized nationwide but nothing ever happens. It's similar with a comprehensive immigration reform. Although these things get a lot of support, nothing is ever done to fix these issues.

It also serves as a campaign rhetoric for candidates of both political parties. They always promise but never deliver.
