No, what you saw was political backtracking.
They started with Wall + chain + dv + everify + sanctuary city laws
Next they dropped everify (step 1 of negotiation)
Next they dropped sanctuary city laws (they wouldn't hold up in courts anyways)
Now they are seeing that wall + chain migration might not pass so they have to backtrack from that too.
