I don’t even think he cares if it affects the midterms. Nothing sticks to him and the Democrats are a mess right now.
Besides shutting down the government doesn’t even change polls at all. No regular voting citizen is even affected by it, and the troops keep getting paid anyways.

Shutting down the government for the wall will be seen as a noble act for Trumps base.
