I thought the DREAM act was the only way for students in our situation to be legalized. The only I would be if they went back to their country and submitted paperwork for a visa, correct?

He's done it once before, he voted for it in 2004 (maybe late 2003) in the Judiciary committee. Cornyn needs to change if he wants another term. Noreiga was too close for comfort and next time it's going to be even worse. He voted for DREAM once and against it once. I think he's up for grabs.
