I also believe the limit for updating the Registry provision to 1996 is because of the IIRIRA act of 1996 signed by President Clinton.Going beyond that could actually interfere with current interpretation of the 1996 laws and could be a nightmare for the judicial system therefore the Administration or any implementation might actually be limited to 1996 for this reason.

@Ianus: lol, that's hilarious ... if something had been done this year, that would have been 14 years after the 1996 law.

Don't forget though that Obama's re-election is in 2012 and he'll have to show something to the Latino community after all those promises he made during the campaign. With this memo, I think something can be done on immigration with or without CIR. Also, with this memo, they can do some very creative strategies to solve the immigration issue in Congress.

Yeah it would be kinda ironic lol,but the year isn't over yet & I also didn't include IIRIRA for a specific reason....it didn't include legalization provisions, unless we're due for some enforcement bill again [shudders at the thought] !

Rahm Emanuel was also the person that mentioned something along the lines of "The second term of a Democratic President" but if the memo is accurate there does appear to be murmurs of something going on.One must also ask why is USCIS also undergoing a re-organization currently.

No worries, this is all just speculation at the moment.Realistically,I don't see the administration implementing something like this, especially during an election year.It is just what you would call a possibility.

I guess this was the Deferred Action they were referring to...of course with different circumstances
