Long time lurker here. My fiance is in process of getting LPR and hopefully get it in about a year and we are planning for a wedding in late this year or early next year. Once she gets the green card, can I file I-130 and I-601A with my fiance as petitioner? Petitioner doesn't have to be USC for I-130 and I-601A or does it?

You'll need to submit I-130, wait for it to be approved, then submit I-601A. Each application is currently taking almost one year to be reviewed and hopefully approved. Additionally, I do believe the number of visas available for spouses of LPRs is limited each year. So, you may want to get on it as soon as you can. So I got the whole packet back in the mail and they rejected it because I apparently didn’t put the fee receipt from the department of state. I printed it off the NVC website and put it in with everything else. It’s even in the packet they sent back, I don’t get it.
