I just checked http://thomas.loc.gov/ again this morning and S.3827 is populated with text. Although I didn't do a side-by-side comparison, it appeears to be a clone of S.729. Why? The only reason I can think of, is so that if S.729 fails as an amendment to the defense bill, the dream act will still live on as its clone (S.3827) for a separate vote.
