Because the rules are made from the DHS, or memos from WH, also there're many many loopholes in the law about the authority from the president.

This is just inviting people to lie during their immigration interview and/or work under the table to avoid paying taxes.

Even so with the backlog from many offices like Miami or Denver with 9 to 24 months for interviews for PR, they can looks for your past like income tax, credits, health benefits (no sure about like Jackson health card for South Florida or medical California) those are state help...but no idea. Also about no pay taxes, remember you need to shows a "good moral... but no pay taxes is bad but now you can't adjust because you are or were a public charge...

Depends...is like SSI and SSA one is from the treasury the other is from your payments and your employer.
