Congressional staffers wrapped up their meeting today with the Senate parliamentarian, per two sources.

The parliamentarian could issue her ruling on the inclusion of the legalization program in the budget bill as early as next week.

So Democrats need to convince MacDonough that the immigration plan has an impact on federal spending and revenues and that its impact isn’t “merely incidental” to its non-budgetary goals. The easiest solution may be unpopular but add a fee to the application and the process itself. For revenue goals, you can also include a fine as well. For daca, we already pay 495 every 2years or so.
