Anchor babies are not a 'loophole', they are product of a constitutionally guaranteed benefit. The constitution is the foundation of all the laws in the United States. By the way, what is a 'loophole' by your definition? A loophole to me is an exception to the general spirit of the law. The spirit of the constitution is equality, so a diversity visa program intended to balance the immigration opportunity to all countries fits that spirit nicely. |
