AUSTIN — State Rep. Debbie Riddle camped out and endured "creepy" noises inside the cold, empty Capitol to be first in line Monday morning to file legislation targeting illegal immigration and ballot security.

The Tomball Republican said she remained outside the House chamber for two days because of the importance of getting priority bill numbers assigned to the two hot-button issues.

House Bill 16 would require voters to present photo identification or two forms of non-photo identification before they are allowed to cast ballots.

House Bill 17 is similar to Arizona's controversial immigration law. It would allow law enforcement officers to charge an immigrant who lacks proper documentation and already is detained on another charge with criminal trespass - a Class B misdemeanor that carries a fine of up to $2,000 and maximum jail time of six months.

Both issues are part of the Republican Party of Texas platform but have failed to pass in recent legislative sessions.

However, with election results transforming what had been a narrow, 76-74 Republican advantage in the state House to a whopping 99-51 margin, Riddle expects favorable treatment for both bills.

"We better. Otherwise, the citizens of Texas are going to be pretty outraged - and you ain't seen nothing yet," Riddle said

Democratic leaders said Riddle's immigration bill would result in the same litigation that has tied up the Arizona law and drained millions of dollars from the state's coffers.

Riddle got the lowest bill numbers available after House Speaker Joe Straus, R-San Antonio, as is custom, reserved the first 15 bill numbers for priority legislation, including the budget bill.

Low bill numbers do not ensure passage, but they are easy to remember and usually get early committee hearings, she said.

Using traffic congestion as an analogy, Riddle said she did not want to wait for rush hour.

"I just got on the road really, really early and got those low bill numbers," she said.

Ballot security is important, she said, because "it is fundamentally wrong" when the vote of an eligible voter gets canceled by someone voting fraudulently.
Patrick files own version

Voter ID legislation has failed in consecutive sessions. Senate Republicans changed rules two years ago to ensure passage, but House Democrats used parliamentary rules to defeat it. Democrats contend the measure aims only to make voting more difficult for seniors and lower-income Texans without driver's licenses.

Sen. Dan Patrick, R-Houston, also filed Senate Bill 126, which would require law enforcement to check the legal documentation of lawfully stopped individuals if they have reasonable suspicion. A person who is not in Texas legally could be arrested and turned over to federal immigration officials.

He also has filed Senate Bill 124, which would prohibit cities from adopting sanctuary policies for people in the country illegally.

"Immigration is the number one concern of my constituents and most voters across the state," Patrick said.

Most Texans are more worried about their jobs and supporting families, countered House Democratic Caucus Chair Jessica Farrar, D-Houston. Riddle's priorities will not help small business owners, she said.

"It's terrible to waste an opportunity of a low bill number on something like that," Farrar said.

The voter identification issue could be resolved simply by including photographs on voter registration cards, she added.
'More of the same'

House Mexican American Legislative Caucus Chairman Trey Martinez Fischer, D-San Antonio, said Riddle would have better served her passion had she pitched a tent outside the congressional office of U.S. Rep. Lamar Smith, R-Texas, who is one of the GOP's key figures on immigration issues.

"This is more of the same, and there's no difference between Arizona and Texas in terms of these ideas, and the constitutional pitfalls that she raises with them," he said. "Texans don't want to be responsible for footing that bill a second time."

I think this shows were Texas is going to save money on the budget these bills were unpassable for years now that there is a huge majority all will pass without any chance of the minority stopping them. The biggest one is having to have a ID to vote that will stop any illegal from voting in any election. Second heaviest bill will get rid of Sanctuary cities and if they fail to the state will hold back that cities funding.

Stunning turn around for my state, with Arizona crack down and Texas cracks down and florida governor implementing E-verify as law. That is three out of the 4 largest immigrant populations were will all of them go. California can't hold the number of illegals that will be leaving Texas,Fla,Ariz.

eVerify isn't ready for the current mode of use (only for federal contractors) let alone for the general populace no matter how hard ex-Cali Scott blows hot air around it. And legislators in Talahasee admit the Arizona- style legislature doesn't have any support among their colleagues.
2012 grand elections aren't THAT far, both parties will need votes, and it is clear and obvious that Arizona- style hardcore alienates a sizable chunk of voting body.

No Arizona-like bill will be signed into law as long as Rick Perry is governor. He came out and admitted that a bill like the one from Arizona would not work for Texas and he is against it.

I also don't get it, with the economy still failing, people still losing jobs and not being able to keep their houses, why are these republicans so obsessed at passing legislation against illegal immigrants?

because no ones willing to defend illegals and theyre fkd since they aint got no rights, the same way blacks where used as a punching bag 200 years ago, 100 years ago, 50 years ago etc and the same way as native americans when they got droven out 100 years ago as well, its just to score cheap shot points

The advisory committee will not debate whether to continue the screening program, Garcia said. It will suggest ways he can improve the 287(g) program, which deputizes county jailers to assume some federal immigration enforcement functions

Florida's new governor implemented the EVerify yetserday. I think.

Republicans draw all the new voting districts for the whole country now for another ten years. They are going to break up any large minority sectors and blend them into huge minority districts so minorities will have no affect on the vote. Supreme court has already made a judgment on this in the state of texas that all states with Republican governors and legislator will follow.

The cops here in Texas can do whatever the hell they want. Its not like other states like you see in California or Washington were they have to be respectful if you piss them off a Texas cop he will bust you up in a heart beat. Dont you remember three years ago on CNN where the guy here in dallas car jacked a Semi truck? See what happened they didnt do what California cops do and chase them around they had 6 cops jump out of one van and blow the f$xker away on National TV. If the state is going to cut back funds from Sanctuary Cities such as Houston then the cops will arrest anyone who looks suspicious. I had a idea this was going to happen when I saw the budget deficits and the increasing home taxes here in Texas. We spend more money than anyone on benefits for illegals so now that the house and senate of texas has a 47 seat majority they are going to keep passing immigration laws for the next 4 years.

I dont know about that in my younger wild days I had a few cops bust me up trying to run from a keg party when I was 16. Whopped my ass for running and then called my parents to come pick me up from jail with busted up face and back were a couple of them hit me with a billy club. Bastards hate Texas cops.

If the state is going to cut your funds if you do not enforce immigration laws guess what that Hispanic police chief will do? Put illegals in jail. Houston was the largest Sanctuary city in Texas. Not just from Mexico from Tanga kenya from all over the place.

Fuck. This is not good at all. I just need another.. 23 months before I can be done with my degree and I get deported after that... fine with me.

Edit:
Looked at the tentative legislative calendar. May 30th is the last day of this 2year session. So... 136 more legislative days to keep an eye on :/

Governor Scott mandated eVerify for all employees working for the state of Florida government.
He can't implement anything but can sign laws that go into effect.
Redistricting votes doesn't guarantee those votes are staying republican, given current economic situation and aging voter pool.

Pay attention to the days they are drawing up the new voting districts there is a reason whey there is a 46 or more seat republican majority in the state right now. See how more the do with this, this time around.

Look at Texas last re redistricting and then see the outrageous majority it has caused. Just like Texas you can draw minority sections of the state of Florida into fully owned Republican areas were they will not make a difference. Just like in Florida there are huge areas of republican areas that can be put in with democrat areas and totally change the landscape. You can pull people of south Miami into the more conservative southwest part of the state and literilly knock out most of the illegal community, You can pull the democratic areas of Tampa Bay so easily in to parts of the panhandle that are strictly republican. You can take the east side coast and were there are democrats and draw then into the Orlando area that is hugely republican. That is all that has to be done then your strong democratic areas everyone can vote and there votes all together wont be enough to make a difference in any state elections. If it can be done in texas it can done anywhere.
