Boehner: Passing Rubio's DREAM Act would be "difficult at best"
 
(CBS News) House Speaker John Boehner on Thursday said "it would be difficult at best" to pass Republican Sen. Marco Rubio's version of the DREAM Act in Congress, lowering expectations for a policy proposal some have said could help the GOP make inroads with Latinos.

"There's always hope," Boehner told reporters, adding that he spoke with Rubio about the proposal and "found it of interest."

"But the problem with this issue is that we're operating in a very hostile political environment," the GOP leader said. "And to deal with a very difficult issue like this, I think it would be difficult at best."

Latino voters very reliably vote Democratic, but as the voting bloc grows in size and influence, some Republicans have expressed interest in doing more to reach out to Latinos. In a closed-door meeting with supporters recently, Republican presidential candidate Mitt Romney said the GOP should support some version of Rubio's plan, though publicly, Romney hasn't taken a stand on the measure.

The DREAM Act, as proposed by Democrats, would offer upstanding youths who were brought into the United States illegally a way to earn legal status. Versions of the bill have floated through Congress for years. Democrats were pushing a version of the bill in 2010, but Republicans in the Senate managed to kill it with a filibuster.

Rubio, a Cuban American considered a rising star in the GOP, has proposed a scaled-back version that would offer non-immigrant visas to qualified young undocumented immigrants that would allow them to eventually apply for citizenship.

While Boehner played down the bill's prospects, he blamed inaction on immigration on President Obama, who backed the Democratic version of the DREAM Act.

"When the president of the United States runs around the country doing speeches -- he's done a couple of speeches over the last 15 months about immigration," he said. "As a matter of fact, over the last three years, he's done a number of speeches about immigration. Where's the president's immigration plan? Where does the president stand on this issue? Instead of campaigning all the time, maybe he ought to come back to Washington and go to work."

When asked today about Rubio's version of the DREAM Act, White House spokesman Jay Carney pointed out that Rubio's proposal hasn't been introduced as legislation. He said, however, that the president is ready to work with anyone on the issue.

"Now, if Republicans are ready to recognize that we can work together on this issue and if they want to start with the DREAM Act and give young people who have been raised as Americans a path to citizenship so they can serve in our military, put their talent to work in our schools, work in our labs and start businesses, then we should do that," he said.

Carney said the legislation should give qualified youths "a rigorous and thorough process to get right with the law, but one that provides a pathway to citizenship...That's what makes sense, and the president is ready to sign it into law -- such a bill tomorrow."

Carney blamed the lack of action on Republicans.

"It's important to remember that the only reason the DREAM Act is not law right now, the only reason that comprehensive immigration reform is not law right now is because Republicans have consistently demagogued the issue and blocked action in Congress," he said

IF dream act pass, CIR wont pass. democrat want no 1 left behind so they will likely vote down on gop dream act bill. democrate will wait until 2014 ( luis said that) to gain house and senate back then they will pass real dream act and cir that provide a path to u.s citzenship together. And also obama and reid dont like GOP dream act bill
because it doesnt not provide a path to u.s. citizenship.

well it provide a path to u.s citzenship fro people who are genious (impossible to replace by american workers) it is very difficult path and a lot of dreamers will fail because they are not up to standdard.
i still think we should wait 2 more years when dem gain back senate and house

Rubio need's to play his cards right if we want this bill to have the best chance of passing. If he say's he's hoping to introduce it by the summer then let's give him that time.

Its just very good to know that if the time comes for Obama to step up to the plate and sign, he most definitively will.

And right now economic is not good. people are fighting for job. 1 out of 2 college graduate cant find a job. i think u.s firm would rather accept u.s citzen first then some foeign. this is why rubio bill is bad. he tried to mislead a public

I just dont want this bill to be put out so late that it will be put aside because people are more focus on the presidential election. I dont want to offend you or anyone else that has high hopes for Rubio and his bill, but i have a gut feeling that they're just using us to gain votes.

I know how you feel, everyone is just so anxious for this bill to come out already. If only this could be introduced tomorrow but in the end. I'd rather have this bill presented a month late and actually pass than introduced prematurely and not get the support it needs.

Let's just try wait it out until the summer, we'll go from there.

Speaker Boehner’s comments show how far Senator Rubio has to go in trying to gain Republican support for any proposal to help immigrant students,” the New York Democrat said. “Senator Rubio should be commended for trying to advance the conversation, but he is likely to find his party unwilling to abandon its hardline, anti-immigrant stance.”

people such as Lamar smith and company are in power. They will not allow such a bill to move.

Smith and company would rather take a sledgehammer to their nut-sack than give us any sort of relief!

It is but he is a GOP and his party needs help with the elections. He could be running with Romney for VP.

I have not heard of any R come out in favor this idea. I say idea because there is no bill right now. Until we see a bill and a couple of R cosponsors in the house and senate people will follow their gut and assume that the GOP will kill this bill, if ever presented.

Just because there is an R next to Rubios name, that does not mean he represents all R's and he does not speak or think for all or the majority the R's.

Rubio wants Romney to win so GOP have to vote Yay to get the Latino votes for the Senate and House.

Why do I feel like I was right all along about Rubio? I didn't like him before AND I still don't like him now! We all know from the start that Obama has been supportive of the dream act and this article just reiterates what we've known this whole time. The bill hasn't even been presented and we already hear "blaming" the democrats, more specifically Obama.

I don't care who the f'@"$ introduces the bill. Stop screwing around and screwing with our lives and pass the goddamn thing! No more excuses. I'm tired of this bullsh!+
