Reforming the entire immigration system, when approved, wasn't going to take place at once. They know it as well as we do that different groups of people will meet benchmarks at different times, and programs and rules will take effect gradually, so their argument against passing DA now is moot.

So I guess it's a matter of timing (lameduck or whenever?)? I think CIR is going t0 pass, but not mass amnesty component, unless they make the standards higher. The undocumented general population is way too high.
