NYC Mayor Bloomberg to 'help lead the charge for the New York State Dream Act'

Today, New York City Mayor Michael Bloomberg gave his State of the City speech. He said:

“... We’ll also help lead the charge for the New York State Dream Act, so children who were brought here illegally can apply for State-sponsored college loans, grants, and scholarships. We can’t blame them for being brought here as infants or teens. And since they are here to stay, it’s in New York City’s best interest to make sure they are able to become productive members of society.

“I took out loans to get through college, so I know how important that money is. And I believe that all of our students should be eligible for the financial aid they need to succeed. The five steps I just outlined aren’t about politics. They’re about children.

how is it that GOP states like North Carolina has as much national political influence as states like New York State despite New York having multiple times the population than any GOP state.

if representatives were chosen based purely population and not based on states, DA would have passed already and the top 1% would have harder time buying the GOP politicians since GOP politicians would have less influence on the gov't

^ Congressional Representatives are allocated based on population. New York has 27 while North Carolina has 13.
The GOP also have big population states (Texas, Georgia) so it evens out.
