Text of the STARS Act - Dream Act compromised
Since most of you are very curious what the text of the Stars Act is like, here is the link to it
http://rivera.house.gov/sites/rivera...TARS%20Act.pdf FYI, this Dream Act compromise was introduced by Rep. Rivera (R-FL) last Wednesday. I've skimmed through the bill quickly and made a few analyses: 1) The eligibility for the act is as followed: a) Arrive before reaching the age of 16. b) Stay in the U.S. for 5 years. c) Earn a high school degree or GED. d) Get admitted to a 4 year university. (Community college doesn't count guys) e) Apply for the Stars Act before the age of 19. (if you go to community college, you have to successfully transfer to a 4 year university before you reach 19. I feel that this requirement is so flawed though. Most of my friends don't transfer until they're 20+. I feel that this age cap was put in this bill for political reasons). 2) After successful submission, the applicant will be granted a 5 year conditional non-immigrant status. During this 5 years, you have to graduate from a 4 year-university. (just a note here, given that you're designated as a "conditional non-immigrant", therefore you might not be eligible for federal financial aid etc. Given that you're not qualified for financial aid, I'm not so sure how you could pay for college. They'll need to clarify this point in the bill) 3) After the initial conditional status expires, you have to reapply for another 5 year extension of the conditional status. 4) 3 years after you are granted the status extension, you may apply for a green card. 5) After holding the green card for 5 years, you may apply to become a citizen. |

In my opinion, I think that this seems to be a good start for further discussion and negotiation. Yet, in this current form, the bill is flawed and needs amended. Specifically, this bills seems specifically tailored for the Floridan high school valedictorian Daniela Pelaez (hint hint: the 19 year old age cap). Also, the bill needs to clarify the federal financial aid eligibility for the new class of "conditional non-immigrant"; otherwise, this could create a legal chaos later when the immigrants attempt to apply for financial aid.

If they're gonna wanna have a chance to pass this, they'll have to amend the age requirement.

This bill is going nowhere but is a momentum for the upcoming Rubio's DA.
