Mr. Norquist said he backs the effort to change the nation’s system and allow more immigration because he’s a Reagan Republican. Speaking in a Seib & Wessel interview on WSJ.com, he added: “I was there with Jack Kemp and Ronald Reagan in the ’80s and with the part of the conservative movement that recognizes that people are an asset not a liability. More people make us stronger.”

And while many conservatives in the House staunchly oppose the Senate’s comprehensive immigration legislation and its effort to give legal status to illegal immigrants, Mr. Norquist said conservative support for the movement actually is stronger now than it was when former Republican President George W. Bush attempted an immigration overhaul in 2007.

“The good news is that in this fight versus the one in 2007, more of the conservative movement, the modern Republican party, has shifted over to Reagan’s view.”

Many House members are resistant, Mr. Norquist said, because they “have this memory of 2007, being yelled at by radio talk show hosts” opposed to more immigration. They incorrectly believe, he argued, that many voters will be moved by opposition to immigration.

“There are some issues that move votes,” he said. “There are some that wag tongues. Anti-immigration is a tongue-wagging issue. It’s not a vote-moving issue.”

Mr. Norquist said he would like some changes to the Senate bill in the House, including provisions to provide more temporary workers for agriculture and construction industries, and more visas for highly skilled workers in science and technology.

Bad news, good news, bad news, great news, it's bound to fail, its passage is imminent, it has a 50/50 chance, it won't pass till 2014, it will never pass, republicans want to pass CIR, republicans don't wanna pass CIR, They need to pass it to get the latino vote, they don't need to pass it to get the latino vote.....
