He keeps tweeting about his wall. And insisting it isnt a waste of money and it will pay itself.

He is desperate for that wall. Give him what he wants as long as he gives Dreamers a pathway to citizenship. He will cave. He needs Congress to pay the the bill. Also 18 billion won't cover the cost. He will probably choose the expensive prototype.
