You're acting like he wants the damn wall to actually exist. Schumer offered him the full amount for Dream Act, Dotard turned it down.

he's realizing that both bills won't pass and the political backlash this is having is too much especially for a midterm election year. Immigration is a tricky topic and has multiple sides. Seeing babies being separated from parents is something that has even some die hard trump fans questioning.
