No incentive for the GOP to deal on immigration. They are trying to use the issue to get out the vote. The only way i see it actually passing the Senate is if Dems loose the deal badly. Like wall, extreme caps on refugees, cancellation of parents and siblings categories for GC's etc for only DACA and TPS legalization.
