The Constitution is clear, there's no room for ambiguities. If SCOTUS says otherwise we're definitely in a dictatorship.

SCOTUS is going to pick this up and tell congress to move with a legislation, and by the time it hits SCOTUS there is going to be a democrat majority on the house or/and senate.

I think it’s unconstitutional but I feel something needs to be done about those women that come here on a tourist visa just to give birth here and then they go home to their country.

Congress alone can't change the 14th amendment.

SCOTUS can't repeal or change it, they can interpret it differently but that's another rabbit hole to get into.

You will need 2/3rds of both House and Senate, you also need 2/3rds of all 50 states legislatures as well, and you also need 3/4ths of the states to repeal or change the amendment.
