Forgot to place passport photo

i forgot to place my passport photo in my packet, will they return it or will i just submit it at a later date? anyone dealt with this before?

i still have the receipt for the money order, i tried tracking it down via USPS tracking service via website but it went to no avail. Would i have a better chance if i went to the place i originally...

i bought a flat rate envelope from the postal office, it was 5.15. i was offered the extra 75cents to track it down, i regret not paying the extra 75 cents.:oops:...
