When i applied to a cal state in california, i too was supposed to pay out of state. but i filed the ab540 exemption from out of state tuition form. you may want to look into who handles residency...

Santa Ana College has a great nursing program...and yo don't need a ssn to attend community college that i know of. UC's and Cal states dont require you to have a ssn you can get instate tuition...
