5 years plus 3 years to citizenship?? Then why are people saying it you can immediately apply for citizenship after the 5 years and that there is no more of a waiting period?

Ok - this is my question. Can anyone point out where in the BILL exactly it states that we can apply for citizenship right after we get green cards? I know we have to wait 5 years until we get LPR...
