I am happy for the few dreamers who benefited from these private bills but the reason I'm guessing that Senators went with the private route and not the whole Dream Act was probably due to the states...

Yeah that and also for some states to put "Limited Lawful Status" or some such crap on ID's and DL's to differentiate people. I hope this is not the case. I'm assuming no in state tuition as well...
