I will turn 18 1/2 in January I can not leave the US because I will still be in HS. I graduate '08 what can I do? I had plan on going to college in Mexico but my mother decided to stay one more year....

Would the act only help the student that graduate after the bill has passed?

I graduate in '08 and my plans are going back to Mexico. If the bill got passed later on would it help me?
