Some states don't require lawful presence for in state, but what most States do require is that you've been there for at least a year for in state.

My grandpa just got his passport card in the mail today. It took about two weeks. It was the passport card though, not the book. I don't know if times would vary.

I think they mentioned 1996 because it's 15 years prior and that seems like a good time to consider someone a long term resident for registry.

Deferred action doesn't forgive time spent already, but it does prevent it from accruing. So those who haven't been here long after their 18th birthday to receive a ban are in luck.

Exactly, it depends on the State. Even Arizona offers in-state tuition to those with an EAD. For now at least...
