We pay the out of state rate or just don't go to school, that's the sad case. Unless you get a scholarship to go to a private school, your next option is to move to a state that offers in state rate...

B1/B2 is a tourist visa, can't get state ID or anything with that even when its valid. Go to consulate and get a current passport if possible

Huh? I am confused by all this answers, its domestic travel, why would one need a passport. Yes you can travel domestic with just your license!
