only received one notification

I only received Form I-797 notification through email and text message but haven't heard anything on I-821d notification...
is this normal??

the closest DMV is in federal way within 15 mins drive and was not hard to find at all~

i was looking at WA DMV website and can't find any residency requirement on their website so i called the WA DMV office. The staff told me a prove of residency is no longer required to get a driver...
