So I am thinking that the process of actually producing EADs is automated or at least mostly automated once USCIS has ordered production. If it is automated then EAD could very easily be produced...

What center is your case at? I do not have any facts to back this up but I think any initial cases filed at Nebraska in the months before renewals began may be placed on the back burner as they work...

I would say keep it, should CIR not pass during Obama term and the next president (maybe Hillary) decides to keep the program going, USCIS for some odd reason may request a copy of your original EAD...
