The smart thing would be to deport them into a prison in their origin country and still hold trials and what not so they don't have the opportunity to re-enter at a later date at their convenience.

Whatever you do, I think most people should probably go your route because most college degrees aren't worth the cost to obtain them and they'd be better served with a cheap 2 year associates degree...
