How early can you apply now?

Last time, I applied for renewal a year out. I'd like to do that again this time, but I've heard from others on the discord/reddit that USCIS has been returning applications that are too early now....

My dad's labor certification was filed in 2000 I think, but he wasn't in the country until late 2001, past the deadline. I didn't qualify because of that :(

Old DACA expired on September 26th, 2020.

Timeline:

Received: 01/28/2020 at Nebraska

Biometrics: 2/18/2020, right before all of this went down hahaha
