Its simple. He won't do it because

1) He said loud and clear he won't do it
2) He has the hispanic vote anyway
3) Its the white vote in states like Virgina and Ohio he stands to lose the most...

The funny thing is these people think they know everything about Mexico by talking to their parents, and most of their parents haven't been in the country for over a decade. Yet we are living here...
