I do agree at smaller schools, it's more difficult to start something up. But there are organizations that will help you do so. I think CHILRA (maybe ?) has some resources that help people form some kind of immigrant student chapter...like a starter kit. If you need some more info, I can try finding some contact emails/numbers.
