^Durbin has always introduced Dream act as a separate bill 'just in case' there are other options available.You couldn't do that if it was integrated into a packaged deal.
Dream act will also be more than likely integrated into the upcoming CIR markup,or it could be added on the Senate floor via an amendment,or it could come to the floor all on its
own.
