Exactly. The rhetoric remains unchanged. Saying "we won't act on reform until the borders are secured" is so nebulous -- what will they consider "secured?" By hedging, it gives them the appearance that they
might support reform but only after they "secure the borders," which we all know is tantamount to finding a unicorn.
Overall, I think Steele was a good tactical choice for the GOP. He isn't a right-wing extremist and he's a fresh face (he's relatively young -- only 3 years older than President Obama).
