Well to me it seems like they aren't necessarily trying to deviate from writing a bill, but just figuring out how to get more people on their side. Plus, what difference would it make if they start making a bill knowing that there isn't a way to pass with without the support of some republicans?

I can write the bill my self...but that doesn't mean it'll pass.
