I Think some sort of alert or pop-up should appear before allowing anyone to start a new thread i know its possible i've seen it on other boards

here's kind of an idea as to what the warning message could say.

- Don't ask when Dream Act will be voted on or passed no one really knows
- Please Search first to prevent duplicate threads .
- Please make sure to start thread in correct topic section.
